I've tried validating the files through the verify integrity of files option but it keeps saying 1 file failed to validate and will be reacquired. But it keeps saying this everytime I reload Steam app and I've even tried reinstalling the game on Steam.

1-2 failed to validate is normal, usually is just reinstalling directx whether it needed to or not. For the VAC error, usually signing out of steam and back in will fix it. Also make sure steam is up to date.
