Well, I discovered the cause after half an hour of troubleshooting. Apparently the variable fDefaultFoV= controls the distance of the power armor UI display. I had it mirroring my main FoVs (1st/3rd person), which was 100. Removing it from my Fallout4.ini caused the HUD to scale properly with this fix.

The game does not support ultrawide monitors. While you can force through an ini, your HUD and UI will be squashed, off-place, and broken.
