You can build it all separately (ie: foundation->walls->roof->doors/stairs) or use the 'Room' button to create foundation, walls, and roof together. Roofs have weight, so you can't build a roof without a foundation.The happiness you get from bedrooms is a big one, so if you don't need that, it might not be as important.
