I think its just not "light" so you cannot dual wield it without the correct feat. it IS one-handed, but it's not a light weapon like a dagger or a shortsword. you can have a shield with your rapier. if you want to have another weapon on your off-hand with the rapier, you will need to get the two weapon fighting feat.
