Not sure what could be done to help with single-target damage prior to end-game BiS - but all the PRM builds I see people running are all end-game with BiS (items that 80%+ of the player base simply do not have). It's perfectly possible to make a strong character using a class that's low-rated on there, and even more possible to make a garbage character with a high-tier class. "Strong" is a general term.
