I would not use a 400 block. The 383 can be built with a much newer 350 block. In the past I could source a 350 4 bolt block, CNC clearance for 383, completey machined, bored with deck plate, deck surfaced, line bored, cam bearings installed. For about $700-800. My last 406 had the Victor Jr., 950 carb, and a 3500 stall. It was super responsive and drove everywhere on the street. The new 383 has the Performer RPM, 850 Quickfuel carb, and a 4100 converter. Both are 406 SBC with AFR 23 degree heads, one hyd roller the other is solid roller. Both are 10.4 to 1 CR and run fine on 91 octane at 2800 ft altitude. I don't spin them much over 7k RPM. I drive the solid roller cam car (262/269 @ 050) around town with lots of idle time in gear and slow cruise speeds with no issues.
The 383 is meant to be a higher compression engine, using either the 5.7" or 6.0" rods. 400 uses a 5.5" rod. The less oversquare you have in an engine, the more torque that's produced. (Oversquare is bore vs. stroker, for instance 4.030 x 3.750 (383) vs 4.125 x 3.750 (400) vs 4.000 x 4.380 (350), etc) 400 heads also have steam holes in between ...

BORED .040 OVER STOCK, NEW BORE IS 4.165. A 406 IS A 400 BORE .030. On a used OE block you will want to clean up the cylinders rather it take .020, .030, or .040 to get them nice and round. Ensure that you have them torque plate bored for a much straighter bore.In terms of FB385 vs. 383, a 383 will make a little more power (20 to 30 HP) and they have a flatter torque curve. But it's harder to make that power because the bore/stroke relationship is more "truck-like."
