I changed the main fuel filter, both spark plugs, changed the oil and filter but this did not help. The old plugs were black as if the engine is running too rich.

However, if you are in Neutral, and the clutch is spinning fast enough to engage it, then yes it will turn the belt. Ideally, the belt should NOT be turning at idle.
