I have a Kohler CV730S-0040 26hp engine. I've recently installed a carb overhaul kit. I have governor surge at all throttle positions with no load. I've adjusted the governor springs to every position and nothing helps. I've tried adjusting the only set screw, the low idle (I believe) adjustment and nothing. If driving the tractor with choke out the engine runs very well.Before making any carb adjustments you need to let the enigine run for about 10 minutes, at idle set the adjustment low and right as the engine wants to die due to low rpm's, start increasing it till it's smooth. That should have you right around 1200-1300 rpm's. Recheck the oil level. Keep it below the max line.
