I have a new GF63 THIN 9SC laptop with i5-9300H and a GTX 1650 max-q. I'll focus on CPU temps since it gets constituently higher temps than my GPU for my current use. In stock Auto setting, Dragon Center likes to keep the fans silent until the temps are pretty close to 80°. Max speed I've seen was 3200 RPM on this mode.

It appears that MB has only one fan header for a case fan and the other header for the CPU fan. But you don't say whether you want to speed up the case fan or the CPU fan. Nor do you say if the case fan is even connected to the MB fan header. It may be connected directly to the PSU.
