Berserker is anti-synergy with dual wielding, since you can already attack as a bonus action. Barbs favour 2handed weapons much more in general here.

I believe the usual reasoning for this choice is based on assuming that the main benefit of dual wielder is giving you access to rapiers over short swords, giving you +1 damage and +1 a/c.
