The thing is... perhaps most people have already beaten 2 stars mp quests and moved away to high ranked ones? Perhaps in you region people are not interested in doing that exact same quest the same time as you. Edit: Also there's a possibility of you skipping the first 3 star quests at the Gathering Hall if you played village quests.
