I had a look at your survey and have been able to get it working with just a few minor changes. Note that as you have 50,000+ choices in your external choice list, the survey is very slow to load and respond.

And even that is blank for most records. As you've constructed this, you can set up a [select_one department] or [select_one municipality]. And you can "filter" the [select_one municipality] question based on the answer to the answer to the [select_one department].
