Phone numbers that are not programmed in as contacts can get through, but numbers that are saved in her contacts are getting automatically routed to voicemail. To get Visual Voicemail to work what I did is to install YouMail and setup call forwarding, then deactivate call forwarding and try Google Phone app Visual Voicemail again. This works for me. I tried everything including factory resetting my Pixel Fold and nothing worked until I accidentally stumbled on this fix.
